Dr. Doaa Rashed, Founder & CEO of I-EmpowerEd, LLC, is a visionary leader with over 30 years of experience as a transnational, multilingual, and multicultural scholar. An Egyptian African American educator, she brings a rich and dynamic cultural perspective to her work, shaping the future of English language education both in the U.S. and globally. Her expertise spans teacher education, program evaluation, curriculum development, professional mentoring, leadership coaching, and empowering emerging educators.
Dr. Rashed holds a Ph.D. in Language, Literacy & Culture and a Master’s in Instructional Systems Development—Bilingual/ESOL Education from the University of Maryland, Baltimore County (UMBC), along with a B.A. in Education from Alexandria University, Egypt. She has held strategic leadership roles, including Director of the MA TESOL Program and TESOL Teacher Professional Training Programs at UMBC. Currently, she serves as a Teaching Professor and Director of the Language Engagement Project Initiative at Rutgers University.
A dedicated scholar, Dr. Rashed’s research and publications intersect language education, social justice, leadership development, and transnational scholar identity. Her scholarship and leadership are deeply committed to empowering minority women in English Language Teaching (ELT) leadership, advocating for equity, inclusion, and transformative change. Through her research, publications, and mentorship initiatives, she amplifies the voices of female educators in the field, fostering pathways for leadership and professional growth. Her editorial contributions, such as Women in English Language Teacher Associations (ELTA) in Africa: Towards Inclusive Leadership (Salama & Rashed, 2026) and Female Leadership Identity in ELT: Autoethnographies of Global Perspectives (Rashed & Suarez, 2024), highlight the experiences and challenges of women in ELT leadership worldwide.
Dr. Rashed’s work extends beyond academia through initiatives like the Mutual Mentoring Award under Rutgers University’s Equity and Inclusion Faculty Diversity Collaborative, reinforcing her commitment to mentoring and advocacy. By championing inclusive leadership and supporting emerging female leaders, she continues to shape a more equitable and diverse future in ELT.
Driven by her passion for education and leadership in English Language Teaching (ELT), Dr. Rashed has pioneered innovative programs that elevate teaching standards and foster inclusive learning environments. She has led consultancy projects worldwide, conducting program evaluations, teacher training, curriculum development, and coaching initiatives in countries such as Ecuador, Egypt, El Salvador, the Dominican Republic, Fiji, and Kiribati, as well as virtually across the globe.
